MEET Ann

Ann Maurer is the Chief Assistant City Attorney for the City of Glendale, a veteran trial lawyer, and a trusted public agency advisor. For more than three decades, cities have relied on Ann to make the right call in their most complex and consequential cases.

She brings that same steady judgment, independence, and commitment to fairness to her candidacy for Los Angeles County Superior Court Judge.

Born in Detroit, Ann’s path to the law began with a love of writing and a deep curiosity about people and their stories. She worked her way through the University of Michigan, writing for the student newspaper and planning a career in journalism. At just 20 years old, she moved across the country to Los Angeles to open and run the West Coast office of an Armenian English-language newspaper while freelancing for the Los Angeles Times. That experience shaped her independence, her work ethic, and her belief that clear thinking and clear communication matter.

Law school gave her a new way to pursue the same purpose. She saw the law as one of the most powerful tools for protecting rights, resolving conflict, and reaching fair outcomes. From the start of her legal career, Ann chose public service.

For the past 23 years with the Glendale City Attorney’s Office, Ann has handled high-stakes civil litigation and advised city departments on their most sensitive legal responsibilities. She determines how cases are evaluated and resolved. She takes a thoughtful approach to litigation. She studies the facts, the law, and the broader impact of each decision. When the City’s position is strong, she defends it. When the City can and should do better, she resolves cases fairly and implements changes that prevent future problems. That is true accountability.

Her work reaches far beyond the courtroom. She guides departments through complex personnel matters, ensures compliance with constitutional and employment laws, and oversees the release of public records when transparency is required. She has helped shape policies that affect thousands of residents and employees, always with a focus on fairness, practicality, and integrity.

A member of the American Board of Trial Attorneys since 2015, Ann brings extensive real-world trial experience. She understands how the rules of evidence and procedure operate in the pressure of a live courtroom. She also believes in ABOTA’s core principle of civility. As a judge, she will expect professionalism, preparation, and respect, and will not tolerate gamesmanship or personal attacks.

Ann believes the justice system works best when people feel heard. Her approach is calm, patient, and deeply attentive. She weighs competing perspectives, asks the right questions, and reaches decisions grounded in the law and the full record.

She has served as a juror and tried cases before juries, and she respects the time and sacrifice that jury service requires. Her courtroom will be efficient, prepared, and respectful of the public’s role in the justice system.

Her connection to community has been a constant. Her education at the AGBU Alex Manoogian School introduced her to the Armenian language and culture and created lasting ties to a community that helped shape her personal and professional journey. Since 2018, she has also served as the attorney coach for Crescenta Valley High School’s mock trial team, mentoring students, helping to shape young minds, and preparing the next generation of lawyers.

The young writer who crossed the country to build something on her own is now the lawyer trusted to guide a city through its most difficult legal challenges. Ann Maurer has built a career defined by balance, independence, and thoughtful decision-making.

As a judge, she will bring experience, fairness, and a deep respect for every person who enters her courtroom.
